Almost 15,000 value changes were recorded in Volume 6 of the 2011 Scott Standard Postage Stamp Catalogue, which includes listings and values for Countries of the World San Marino through Z. Leading the way is Venezuela with more than 4,100 changes; other countries with significant changes include Turkey, Togo, South Africa, Sierra Leone, Spanish Guinea, Spanish Morocco and Uganda. "The stamp market has not been immune from the current economic malaise. Demand for rarities and high-grade stamps remain strong, while most stamps are just holding their own," according to Scott Catalogue Editor James Kloetzel.


In Venezuela, value changes begin in the mid-1930s and proceed to the present-day issues. One of the first changes is seen for Scott 319, the 1937 25c surcharge on the 40c indigo, which rises to $440 unused and $350 used, from $400 unused and $325 used in the 2010 Volume 6.


Most value changes in Venezuela are increases in the 10 percent range, such as Scott 366, the 1940 25c Death Centenary of General Francisco Santander, which rises to $6.75 unused and 80˘ used, from $6 unused and 70˘ used last year.


One of the more significant increases recorded in Volume 6 was for the Arms issues of 1951, Scott 464-63. Anyone looking to purchase these issues will pay a steep price compared to last year’s values.


More than 1,700 value changes were recorded in Turkey with many of them concentrated in the 1950s and later issues. The 1959-60 Pictorial definitives, Scott 1442-1460, show a very respectable increase in value to $48.95 mint, never hinged and $5.60 used, from $35.45 mint, never hinged and $4.70 used in 2010. The rather handsome set of important buildings and monuments from 1963, Scott 1568-1577, moves to $20.20 mint, never hinged and $4.90 used, from $16.05 mint, never hinged and $3.10 used last year. Modest increases continue up through 2005. A large number of increases were also recorded in the semi-postals and airmails from the same 1950s to 2000s period.


Editorial enhancements include the addition of new lettered minor varieties in 28 countries. Several new major numbers make their first appearance in this 2011 Volume 6. In Sierra Leone, the 1983 1c-5 le Bird set on unwatermarked paper has been added as Scott 600A-600K, and Scott 600I and 600K overprinted "AUSIPEX" are new Scott 638C and 638D, respectively. In Uganda, Scott 490A has been added. This is the 1986 400sh stamp overprinted "NRA LIBERATION/1986." And in Vietnam, a 1971 2xu Woman Guerilla type of 1966 has been added as Scott 618A.


The cover price for the printed version of Volume 6 and each volume released to date for the Scott 2011 Standard Postage Stamp Catalogue is $79.99. The U.S. Specialized will be released in October. The information that was previously in the Scott Stamp Values Supplement will now be incorporated into the U.S. Specialized Catalogue. The Classic Specialized will be available in November.
