If you are using a template not updated to the new version of zen-cart then maybe your PayPal express checkout button is floated left just below continue shopping. If you want to move that to the right below "Checkout" button try this.
find this code
.forward {
float: right;
}
or
.forward {
float: left;
}
Replace it with
.forward,
#shoppingCartDefault #PPECbutton {
float: right;
}
It works for me but i can't guarantee if it will work for you as there are many Zen Cart templates.
